Government:
The Voltari Hegemony is an oligarchy; the Vizar caste hold complete power in the Hegemony. Every male over twenty-one of Vizar heritage is a voting member of the Vizar Council. The Vizar Council is the legislative branch of the Hegemon government; the Council also elects the Hegemon, the ruler of the Voltari Hegemony. The Hegemon serves for life.
The worker caste and warrior caste has no say in government; civil rights barely exist in the Hegemony.
The Voltari Hegemony approaches foreign affairs with an isolationist policy; the Hegemony does not allow trade outside of it’s borders, and immigration into and out of Voltari space is illegal.
Economics:
The Vizar caste completely controls the markets of the Hegemony; only the Vizar may own businesses. The government owns most of the means of production in the Hegemony, as well as all businesses involving the extraction of natural resources.
Healthcare is provided for all castes, as well as housing and utilities. Zumar and Volzac are not paid a “wage”, but instead paid in “luxury tickets” and “necessity tickets”. Currency may only be used by the Vizar; the other castes trade in tickets, which the government strictly controls, unlike the Vizar currency.
Military Facts:
The Voltari military is broken into two forces; the ground forces, Volkorps, and the fleet, Volmarin. The Volzac caste serve in one of the two forces or a minimum of 7 years. The Vizar act as commanders of both, and the Hegemon is the commander in chief of the Volkorps and Volmarin.
The Volkorps is mostly composed of infantry; the Voltari employ very few armored units due to a lack of metals used in armor plating. The Volkorps relies heavily on portable anti-armor systems. The Volkorps are fierce warriors, and generally receive extensive training.
The Volmarin is plagued by a lack of resources – namely, durable metal for armoring. The Volmarin engineers pack powerful engines, state of the art thrusters, and a plethora of weaponry on their ships to compensate for the light armor they are forced to use.
