In the next few weeks, I will begin running a micro-political simulator via the forums; it will have it's own set of sub-forums, and the data will mostly be stored in excel sheets and hosted by google docs.

The simulator will be set in the future; humans have colonized various star systems, traveling through space with massive starships. There will be a variety of units, equipment, training, buildings, and other options. Each unit will be customizable - you will choose what weapons will go on what ships, what guns will be supplied to which infantry units, etc.

At this time, I will be taken applications for civilizations. I will accept the 5 best applications, and the people who submitted them will become the leaders of those civilizations. Other people may play as officers and commanders under them.

If you'd like to submit an application, write up a description of your civilization, and send it in to me. Be as detailed as you wish to be. Give your civilization both strengths and weaknesses - you should have more weaknesses than you do strengths.

Deadline for applications is the 10th of September.

EDIT: Also, could you give example strengths and weaknesses? Are you looking for stuff like "strong" or "+2 strength?" Would a good weakness be "lives under seas of methane, so needs a scuba-like system?"

The Voltari Hegemony

Terminology:
 Voltae : Citizen of the Voltari Hegemony
 Volkorps : The Voltari ground forces
 Volmarin : The Voltari fleet
 Hegemon : Leader of the Voltari Hegemony
 Vizar Council : The legislative body of the Voltari Hegemony
 Vizar : The royal caste of the Voltari
 Zumar : The worker caste of the Voltari
 Volzac : The warrior caste of the Voltari

Government:
The Voltari Hegemony is an oligarchy; the Vizar caste hold complete power in the Hegemony. Every male over twenty-one of Vizar heritage is a voting member of the Vizar Council. The Vizar Council is the legislative branch of the Hegemon government; the Council also elects the Hegemon, the ruler of the Voltari Hegemony. The Hegemon serves for life.

The worker caste and warrior caste has no say in government; civil rights barely exist in the Hegemony.

The Voltari Hegemony approaches foreign affairs with an isolationist policy; the Hegemony does not allow trade outside of it’s borders, and immigration into and out of Voltari space is illegal.

Economics:
The Vizar caste completely controls the markets of the Hegemony; only the Vizar may own businesses. The government owns most of the means of production in the Hegemony, as well as all businesses involving the extraction of natural resources.

Healthcare is provided for all castes, as well as housing and utilities. Zumar and Volzac are not paid a “wage”, but instead paid in “luxury tickets” and “necessity tickets”. Currency may only be used by the Vizar; the other castes trade in tickets, which the government strictly controls, unlike the Vizar currency.

Military Facts:
The Voltari military is broken into two forces; the ground forces, Volkorps, and the fleet, Volmarin. The Volzac caste serve in one of the two forces or a minimum of 7 years. The Vizar act as commanders of both, and the Hegemon is the commander in chief of the Volkorps and Volmarin.

The Volkorps is mostly composed of infantry; the Voltari employ very few armored units due to a lack of metals used in armor plating. The Volkorps relies heavily on portable anti-armor systems. The Volkorps are fierce warriors, and generally receive extensive training.

The Volmarin is plagued by a lack of resources – namely, durable metal for armoring. The Volmarin engineers pack powerful engines, state of the art thrusters, and a plethora of weaponry on their ships to compensate for the light armor they are forced to use.

Also, all civilizations must be human. You may have some genetic specialties, but for the most part you're all human.
